Initially pitched as "The Narcissist" and a heel, Luger was abruptly switched to an All-American babyface after Hulk Hogan left the company in 1993.
Having 'drawn' the '94 Royal Rumble with Bret Hart, Vince ultimately decided to go with Hart over Luger as his top star at WrestleMania X, a decision which coincided exactly with Vince's indictment of steroid distribution by the federal government in 1993.
