Hornswoggle was certainly a better fit for WWE's Cruiserweight championship than Oklahoma was for WCW's equivalent, but that's a very low bar indeed. At the very least, he easily met the weight requirements of the division, but that's about where his qualifications for the title ended.

It wasn't that 'Lil' Bastard' wasn't up to the standards of the division (although he wasn't), but more that, throughout his WWE tenure, he was exclusively used as the punchline to terrible jokes (on the basis that 'little person = comedy gold'). During Great American Bash 2007's 'Cruiserweight Open' - itself symptomatic of the lack of effort the company afforded the division - Hornswoggle slipped out from under the ring as a 'surprise' entrant, putting away incumbent Chavo Guerrero with a highly disrespectful ' Tadpole Splash'.

The entire history of the belt, and all the good work 'Swoggle's forebears had put into it, was disregarded in one moment for the cheapest of gags. And it pretty much spelled the end for the championship: Hornswoggle being revealed as Vince McMahon's illegitimate son was used as an excuse to vacate him of the unloved belt, for the sake of his well-being or some such claptrap. It was unofficially retired with immediate effect.
