3. Lex Luger
Lex Luger probably falls just short of an actual Hall of Fame.
He was actually a really good and dynamic powerhouse worker for his time, something that has been obscured by a bad WWF run and the changing whims of fashion. When Luger's career wound down, there was no celebratory retrospective because he wasn't a technical workrate maestro. For younger fans, imagine the better performances Roman Reigns entered as a babyface. Luger's output had a similar vibe, except he was very much over in the role.
Luger was also banter, and often on purpose. He did a far better job as a narcissist when pretending he was Sting's injured ally - only to be caught pampering himself backstage - in WCW than the WWF. Luger was a not inconsiderable draw and was responsible for two of the most iconic and successful moments in the Monday Night Wars.
As easy as it is to be cynical about the Hall of Fame, if nothing else, it's quite wholesome and nice to watch (select) wrestlers bask in the limelight and adulation one more time.
Luger, while hardly perfect, probably deserves that.
