The guy that is credited for taking out Bryan on screen should be the one that benefits from his absence, right? It makes sense in theory. However, the way that this crazy version of Kane is booked doesn't really necessitate a run with the WWE Title. It's not like Kane is out there cutting promos about wanting to be WWE Champion. All he really cares about is hurting people. His attacks are why Bryan is in the situation he's in (at least in the storyline), so if they have some kind of tournament or award somebody with the WWE Title then he's somebody that has to be considered the biggest favorite. What hurts Kane's chances are that he's the oldest active wrestler in WWE right now at the age of 47. He's still fine in the ring and held his own with Bryan in the Extreme Rules main event, but it's not like fans are clamoring for another Kane WWE Title run. Some fans might thing he deserves "one more run" yet that title reign in 2010 was sufficient enough. The advantage to putting the WWE Title on Kane is that they could do something like that at Money in the Bank and if Bryan returns at SummerSlam, he could just beat Kane to win it again. It would be a way to end the feud while putting it back on Bryan quickly. In other words, Kane would be a transitional champ. There's nobody else that would be better to have a short reign than him.
