As star-studded as the roster is right now, even if everyone were healthy and WWE were to push the likes of Zack Ryder and Tyler Breeze to the moon, there is no possible way they can do a Brand Split with who they currently have. Thus, NXT call-ups will be necessary, and yes, that is in addition to those that have already been promoted to the main stage since WrestleMania 32.

Finn Balor has been rumored for an arrival on Raw for months, but now he is needed more than ever. On the bright side, someone with his star power won't be wasted from the get-go; he has an obvious angle waiting for him with AJ Styles and the rest of The Club.

As for other potential prospects from NXT that could be called up in the near future, Bayley seems to be a lock shortly after SummerSlam, and American Alpha would add a lot to the tag team scene if they were to be promoted before the fall. Samoa Joe, Austin Aries and Bobby Roode would also be exciting additions to the main roster and would have no trouble fitting in among the elite.

I wouldn't worry about WWE raiding NXT for talent, either; they make stars out of nobodies overnight, so the brand will be just fine. It is developmental after all.
