3. Rusev

The role of Rusev in a match like this is tricky because he's currently undefeated in singles matches and hasn't been booked to look weak much at all. If he's in the match and loses, would it hurt him? Maybe. It doesn't have to, though. Rusev can be the guy that comes close to winning multiple times only for somebody to keep knocking him off. It wouldn't make him look bad if he came up short in a match like this. They could use it to start some other angle for him, possibly with one of the guys that costs him the win (maybe Ziggler). That's how you turn a negative into a positive. It would give him a real feud for once. If WWE decides to keep Rusev out of Money in the Bank it's likely because they have other plans for him or they are simply content with booking him in three minute squash matches week after week without having any storylines. He would be a threat to win if he was in it, but it's no guarantee that he will be. Considering how dominant he has been, a win would give him even more power because the threat of him cashing in the briefcase at any time would be a bad sign for whoever was the WWE Champion.
