4. Dolph Ziggler
Nick Nemeth has been a WWE TV character, in various guises, since 2005. In over a decade under WWE's employ, he has never had a singles match at WrestleMania. That is, quite frankly, remarkable, and has a lot about how WWE view Dolph and his place in the company. In that time he's competed in six matches, winning one and losing five.
Ziggler has competed in the past six 'Manias in a row, starting with WrestleMania XXVI in 2010 where he was a participant in the ten-man Money in the Bank ladder match. With more guys in there, it got a bit chaotic and Ziggler didn't really stand out, despite bumping like an absolute madman (story of his life or what?).
At WrestleMania XXVII the next year, Ziggler was in a much more prominent spot teaming with Laycool to take on John Morrison, Trish Stratus and, erm, Snooki from Jersey Shore. Ziggler and Morrison never even officially tagged into the match. This was all about the women and the story of Morrison's supposed snub of Stratus overshadowed any of the in-ring action. Ziggler was merely there.
The Shawn Michaels impersonator didn't get the chance to steal the show at 'Mania XXVIII, since he was one of twelve men in the Team Johnny versus Team Teddy schmozz. A year after that he got more of a chance to shine, but his and Big E's match against Team Hell No was really too short to mean much in the long-run. His appearance the next night on the post-WrestleMania Raw, on the other hand...
Ziggler was one one of thirty one entrants in the 'let's get everyone we can on the show' Andre the Giant Memorial Battle Royal at WrestleMania XXX and just last year at WrestleMania 31 he was back in the position of being the guy who works hard and bumps in a multi-man ladder match but obviously isn't going to win.
Dolph is a supremely talented wrestler, has great matches on the reg and has been around forever, yet he's never had a truly significant WrestleMania match. He's never stunk the joint out but, more often than not, he's just a face in the crowd of other wrestlers whom WWE actually plan on pushing.
