While he isn't a Performance Center full-timer, Dunne, as WWE United Kingdom Champion, will be positioned at the heart of the upcoming NXT UK brand, and is a semi-regular fixture on developmental television, having just starred in one of the black and gold show's best matches of the year with Ricochet. He's there, so he qualifies.

We already know that WWE's higher-ups are immensely fond of 'The Bruiserweight.' More than any of his British cohorts, Dunne draws constant praise whenever his name crops up. He has starred in several of Triple H's Instagram mark pics since entering his world, and is always presented strongly on television, regardless of who he's standing across the ring from. On top of this, he's been UK Champion for close to 500 days now. They clearly have the utmost faith in him.

Dunne is 24 years old, so there's no need to rush him to the top. Still, he could arrive on the main roster tomorrow and not look out of place, with his punishing wrestling style, impeccable heel work, and palpable star power saving him from a pointless existence on 205 Live.
