Remember the Invasion, where every single member of the WWE roster was a babyface by proxy because they were fighting those dastardly invaders from WCW and ECW? Evert single member of the WWE roster apart from X-Pac, that is, because even though he was a supposed good guy, the fans would have none of it.

The term 'X-Pac' or 'go away' heat has been used ever since, describing the reaction a wrestler gets from the audience when they simply don't want to see them anymore. The consensus at the time was that 'Pac had been doing the same schtick for so long, uttering the same catchphrases for around three years without variation or development.

Or, as Chris Jericho put it, X-Pac had 'turned from a greasy hair bandana-wearing joke in black and green tights to a greasy hair bandana-wearing joke in black and red tights'. He was a tired act, and pitted against the likes of the ultra-talented Billy Kidman and Tajiri, he looked like old hat.

So the fans turned him heel, even though he was supposed to be in camp babyface.
