This is the exact opposite of its intended function. The WWE machine is broken. It has been broken for years, but it's been absolutely Limewired in 2019. The kicker is that fans have come to distrust this routine because it's so patently ineffective, which has created near-silence in arenas. There is no excitement nor anticipation surrounding the big breakthrough because nobody breaks through, and if they do break through, it's not by design but via happenstance (Becky Lynch, Kofi Kingston). People are afraid to get their fingers burned because they don't have any hands left.

And who boots up that machine, and then turns it off and on again as he sees fit?

Literally every complaint levelled at WWE is aimed at or can be traced to Vince McMahon. The company's creative is institutionally broken.

If WWE was being honest about 2019, the realisation would strike with the deadening repetition of a jackhammer; as long Vince's DNA runs through the company, it is genetically broken.
