That Shawn Spears was presented as a big deal against Cody and has seemingly won his feud with Joey Janela lifts him up this list, though AEW's 'Chairman' has struggled to get over as a Tully Blanchard-assisted heel.

Tully has been outstanding, though Spears performs like an out-of-place early-2000s Sports Entertainer in an environment that may not be suited to his skillset. Perhaps this can be turned around with altered presentation.

Great entrance, though.
