Beloved by his peers as a safe pair of hands who knows what the hell he's doing between the ropes, 'The Chairman' is nonetheless a slow, grinding performer, and not always fun to watch.

He sits above the rank and file on this list for playing a solid heel and working decent bouts with Cody Rhodes, Scorpio Sky, and Matt Sydal this year, as well as for establishing the black glove gimmick. Spears appears to have a clear midcard ceiling, though.
