8. Bobby Lashley
Lio Rush did more for Bobby Lashley's career than some might think.
As a teeny-tiny hype man for the muscled-up Lashley, Rush did everything in his power to mask Bobby's crippling lack of personality and turn him into a viable heel champ. It almost worked. WWE tried to convince fans that Lashley was worth caring about by giving him the Intercontinental gold twice during the first quarter of 2019.
Project Bob might've been more successful had lil' Lio's reported heat not destroyed everyone's confidence in him, but big Bobby doesn't get off easy here. He didn't have the matches that WWE wanted him to have against Finn Bálor, and that was a real disappointment. Of course, creative didn't cover themselves in glory either.
They forced new IC Champion Lashley into an embarrassing 13-second spot at the 2019 Royal Rumble, and then followed that up with a poorly-executed manager/client friction story. What should've been a winning combo between Bobby and Lio was over way too soon.
