A 'Stone Cold' Steve Austin match is indeed on the WrestleMania 38 card - and it's exactly what you think it is.

Per Dave Meltzer on the latest episode of Wrestling Observer Radio, Austin vs. Kevin Owens is now "on the card" for the 2/3 April event, though there's currently no word which night the match will take place on.

Fightful Select reported earlier this week that WWE had "made a significant overture" to convince Austin to wrestle what would be his first match since March 2003. Owens was immediately speculated as an opponent, with further fuel thrown on the fire when KO cut a promo insulting Austin's home state of Texas on this week's episode of Raw.

WrestleMania 38 takes place in Dallas, Texas. The way these circumstances are aligning, Austin vs. Owens would appear to make sense.

"Card is subject to change" remains the eternal disclaimer in pro wrestling (and especially WWE). Something that is on the runsheet today might not be there by April. Nonetheless, current reporting points towards Austin being involved on the saw, with Fightful reporting that a "physical role" is expected at a minimum.
