Rock vs. Cena was a huge WrestleMania headliner, and from a business perspective at the very least, it was the right choice, as detailed. But from a creative standpoint, was it the right move? More to the point, was it the right move to rehash the “once in a lifetime” match the very next year?
One man who would come down on the "no" side is former WWE champ CM Punk, for whom WrestleMania XXIX was his last. His list of gripes with the company was as long as one of Chris Jericho’s, but a chief issue was the their failure to book him in 'Mania's main event. He certainly has a point - no one was more over at the time, or putting in better performances than Punk.
Punk was not keen on part time performers getting the rub over full timers, but he actually got on well with The Rock, with whom he had a solid match at the Royal Rumble. Johnson could no doubt have exerted some influence to get Punk into the main event, to turn the rematch into a triple threat. Whether this would have placated the opinionated Punk is hard to say, but it might have been a more interesting event.
