8. Stephanie McMahon And Test's Relationship
So, disclosure: despite the many things that fans want to pin on Vince Russo, the decision to end Test and Stephanie McMahon's engagement via Triple H was not his idea. He was long gone by this point.
However, the idea of Stephanie and Andrew Martin becoming a couple was the brainchild of Russo. On his podcast, Bruce Prichard asserts that Russo, as he's been praised for in the past, was very keen on pushing new talent and giving them prominent roles. One of those talents was the newly-debuted Test. At the time, Russo allegedly wanted to push Martin as the new bodyguard of D-Generation X. After a while, he would eventually break out on his own after finding his groove.
DX apparently weren't keen on having the very-green Test among their ranks, and as they were in the ears of Vince McMahon, the idea was scrapped.
Instead of taking the loss and letting Test find his own in developmental, Russo decided to force Martin into a contrived and awkward relationship with Stephanie McMahon. The ultimate payoff of this angle (i.e. Triple H drugging Steph and marrying her before Test could) came after Russo was gone from the company. However, the decision to push Test into a no-win situation falls squarely on Russo, by all accounts.
