2. Savio Vega

In 1995, Savio Vega surprisingly became one of the biggest faces in the WWF. He wrestled four matches at the King of the Ring that year, ultimately losing in the finals to Mabel. The next night, he defeated Intercontinental Champion Jeff Jarrett by DQ, failing to win the title. He also failed to win the Tag Titles- alongside Razor Ramon- from Owen Hart and Yokozuna in the summer of 1995. His greatest chance at WWF gold came ironically enough, against Goldust in April of 1996. https://www.youtube.com/watch?v=6f4ks_7X0xU After failing to win the vacant Intercontinental title from Goldust, Vega feuded with Bradshaw, Steve Austin, and the fake Razor Ramon and Diesel before joining Faarooq and Crush in the Nation of Domination. While part of the Nation, Savio defeated Intercontinental Champion Rocky Maivia by count-out at In Your House: Revenge of 'Taker. Later, as part of the Los Boricuas, Vega teamed with Miguel Perez in several failed attempts at dethroning the Legion of Doom. All in all, Savio is one of- if not the- longest-tenured superstar(s) in the Attitude Era to never hold a WWF championship of any kind.
