9. Scott Hall

This one is a bit understandable. Hall had his number of personal problems. However, even with his drug/alcohol abuse, it's pretty crazy that he wasn't WCW World Champion, especially after Hogan lost the title to Sting. Hall won World War 3, but lost a match to Sting and was never really in the title picture after that. He's held a few promotions' heavyweight titles, but I don't consider the WWC Title a "World Title."
