It hurts a lot to say that, but looking at this list, "irrelevant" isn't a strong enough word. "Pitiable" or "lamentable" would work better. Mysterio worked all of three PPVs in 2013 and hasn't been a focal point of the promotion in a long time. It's been a long, sad decline for one of the all-time greats. It's similar to watching Willie Mays stumble around the outfield for the Mets at the end of his career. Rey almost didn't make this list because he hasn't been "relevant" in a sense for a while. He's a special attraction at this point, a name and a goodwill ambassador for wrestling. He should be respected for his contributions, but he unfortunately has become irrelevant to fans. No one would buy him as a title contender. At best, he could form a tag team and make a run at the titles. That's about the best to hope for.
