7. Raven

In strictly numerical terms, Raven is the most decorated champion in WWE history. The former ECW man scored 27 Hardcore Title victories throughout his three-year WWE run, though many lasted less than 24 hours, and he's best remembered for his work in other companies.

2002 saw him banished to Sunday Night Heat, where he started working as a commentator. WWE let him go in January 2003, and Raven immediately joined TNA. He became an instant major player by stealing Jeff Jarrett's NWA World Heavyweight Title just two days after leaving his previous employers, but eventually won the belt outright. Raven stayed with TNA all the way through to 2010, before winding his career down on the indies.

Today, Raven's most significant contributions to the sport come in the courtroom. He, Mike Sanders, and Chris Kanyon attempted to sue WWE for "cheating them out of health care" in 2010, though the case was thrown out. In 2015, Raven filed a new case alleging unpaid royalty fees, and while WWE launched a motion to dismiss the suit in December 2016, an amended version was filed in May 2017, and it won't be going away anytime soon.
