3. Emma
On her way to defeating Sasha Banks for the first time, Bayley had to fight Emma to determine the #1 contender. She pulled out a victory, but barely: reversing one of Emma's moves into a roll-up to get the win. And since Emma gave Bayley such a difficult time, there would be definite claims for a rematch.
Plus, the two of them have a long history; Emma is always telling Bayley that she's too nice.
The problem? Emma is only in NXT because she flopped on the main roster; she's only there reworking her gimmick. It wouldn't make sense to put the NXT title on Emma so soon, and bury an up-and-coming superstar in the process.
Emma will probably get her shot at some point, but not yet; she needs to more fully establish her heel persona with the Full Sail crowd before that happens.
