Cedric is a very talented individual who isn't remotely over.

Very few WWE performers are, in the old-fashioned since. They don't generate major reactions for the most part. But Cedric is particularly not over, in that they don't bother to play that ThunderDome hairdryer noise over his matches. This is a harsh way of putting it, but he's the "baseball, cold showers" guy who exists here to arrive when the crowd isn't ready to come up, do f*ck all, then leave.
