21. Joe Hendry
Say his name and he appears.
Joe Hendry has been earning rave reviews for his charismatic work and social media-pleasing entrances for years now, but it felt like the TNA man levelled up during a brief stint in NXT last year. WWE has a good working relationship with his parent company nowadays too, so making Hendry a Rumble reality shouldn't be too difficult.
Shawn Michaels loves the guy, which means Triple H will too. If handled properly, Hendry is the kind of guy who could become a megastar. He understood branding from a young age better than most independent wrestlers, and has gone from strength to strength lately. Honestly, bunging Joe in the Rumble is a no brainer, and it'll lead to more YouTube/X success for the Scot.
Then, he can hopefully turn that into tangible (and sustainable) WWE success on Raw, SmackDown and NXT.
22. Bron Breakker
Hendry would do well to pay attention to the work Bron Breakker has been doing on that front. He has claimed success on WWE's flagship programming after wowing fans in NXT for years. Christ, he even survived the wobbly NXT 2.0 days. Someone give the dude a medal for that alone.
The reigning Intercontinental Champion really has to get around 20 minutes to show what he can do in this year's Rumble. Like Jacob Fatu before him, he can eliminate a few lesser names to bolster his own aura, then go neck and neck with some of the biggest stars on WWE's books. For example, hitting one of those rib-crushing spears on John Cena sounds like the right thing to do.
That can even lay Cena out of the match for a while longer so he has gas for the home stretch before CM Punk breaks his heart by winning.
