The Scene

Having turned his back on the order because of the way Sorcerors abuse the Natural Order - despite that exact behaviour saving the multiverse just minutes before - Karl Mordo reappears in the post-credits scene to take away Jonathan Pangborn's powers and leave him paralysed again.

In doing so, he vows to enact his agenda to destroy all Sorcerors.

What It Meant

This basically offers an insight into part of the plot of Doctor Strange 2, which is likely to see Mordo introduced as a secondary villain again, aligned with some of the Sorcerors' traditional enemies (probably Nightmare), as he looks to cleanse the Earth of Sorcerors.

This also introduced the strange idea that Mordo could somehow remove magical powers from other magically empowered characters (as Pangborn was a student of the Ancient One just as Strange was). Surely that has to come into play in the sequel...

Also, don't expect to see Mordo in Infinity War if he's off on his jaunt to wipe out Sorcerors. It's hard to imagine he'd align with Thanos when his plan is so singular (and actually comes from a morally good position - at least in his own mind).
