What makes the Arkhamverse so rich and immersive is Batman's unparalleled Rogue's Gallery, and in the Dark Knight's illustrious history, it is the villains who mainly drive the action and intrigue of the comics, films and games. The Arkham games are so appealing to die-hard Gothamites because no detail is too small to be included and no villain is too obscure to be mentioned. While criminals like Maxie Zeus and Ratcatcher merely pop up on signs and billboards, tertiary foes like the Mad Hatter, Victor Zsasz and Firefly have significant in-game roles. These side missions support main quests that alone keep gamers engaged for hours on end, but in the vast, open-world, criminal-filled setting of Arkham, not everybody can be top dog.
