28. Captain Cold

Besides the fact that Captain Cold should've been Mr. Freeze from the get go (though he is available as a Premier Skin), there's very little to make playing as him all that unique, other than a reliance on cheap freeze attacks.

Somewhat obviously, Captain Cold does for Injustice 2 what a spam-happy Sub-Zero player does for Mortal Kombat - ensuring bouts descend into a game of "Dodge the projectile". Admittedly he has some great distance-closers and a Supermove that's one for pure spectacle, but ultimately, Captain Cold was never anybody's first, second, tenth or 100th choice.
