Here's a shocker. Doctor Who is a TV show and TV shows use actors. There may be many out there but now and again, an actor will appear in the same series playing a different part. As the original Doctor Who lasted for 26 series and the new version is on its 9th this year, it's to be expected that some familiar faces will return. Some directors will have actors they like and rely on, hiring them again and again. Sometimes an appearance in Doctor Who will lead to the same actor being cast at a later date, either through quality acting or by being a team player or fun character in the rehearsal room. In an era when TV shows were not often repeated and could not be recorded at home, an audience would easily forget if an actor popped up in the show more than once. Would a casual viewer on a Saturday notice that the chap trying to kill Tom Baker this week was also the one who helped him on Spiridon or the one who banished him to Earth in 1969? Probably not. Now, with every surviving show - bar one episode of the Underwater Menace - available on sparkly DVD and Blu-ray, it's easy to chart the many appearances of certain actors.
