Who He Is: Quentin Lance is currently a captain of the Star City Police Department who was bamboozled into working for Damien Darhk. Hes currently functioning as a double agent by reporting on Darhk to Team Arrow. Why He Can Die: Quentin was formerly safe mostly because he was Olivers source within the city government; with Oliver now poised to become mayor unless somebody else enters the race or he drops out, Team Arrow will have resources within the city that extend further than what Quentin could provide. The signs are all there. Quentin is being given an arc to redeem his relatively despicable behavior at the end of Season 3, and hes currently in a very precarious position as Team Arrows inside man within H.I.V.E. Its entirely possible that all of the clues to Quentin kicking the bucket sooner rather than later are red herrings so that a Gotcha! death of somebody else will take the audience by surprise, but at this point, Quentins odds of surviving Season 4 are not too great.
