Wally West is the undisputed fastest speedster in DC comics. He surpassed his uncle, Barry, back in the '90s, and developed several unique abilities of his own, on top of outmatching other Flashes (and completely outclassing Superman) in raw speed.

To be fair, Wally has been taken down pretty easily at times, by characters like Deathstroke and The Trickster, but at his best he's almost unstoppable. He's able to travel through time by running faster than light, he once stole all the kinetic energy of the entire planet, and most famously, he once outran Death! He's ran to the end of the universe and back, perfected the Infinite Mass Punch, and became the definitive Fastest Man Alive.

If he really wanted to take Superman down, there's essentially no limit to the countless ways he could do it, from time-travel to phasing attacks (like when he phased A.M.A.Z.O.'s CPU out of his head), to a well-placed lightspeed punch, or simply gathering kryptonite from around the globe in a matter of seconds.
