Who? Arkady Gregorivich Rossovich is a Russian serial killer. Once he was captured, the KGB used him in experiments to try to re-create Captain America. He started with mutant abilities such as enhanced strength, speed, agility, endurance, all the classics. The experiments he was subjected to included retractable, tentacle-like weapons inserted into his arms. These were made out of another new metal called "carbonadium".

Again, the Russians trying to copy an invention- this time their try at adamantium. While utilized as a Russian operative, the Soviet government decided Omega Red was enough of a legit psychopath that he was put on ice when they couldn't control him anymore.

How he fits in the MCU: There's a solid chance that the groundwork is already being laid if the rumors are true about the upcoming "Black Widow" movie. In the comics, Omega Red has ties to the "Red Room" that will be featured in Widow's origin.

We've also already seen the Russian attempts at their own Captain America in the flashbacks featured in Captain America: Civil War. Maybe Baron Zemo didn't destroy all of the operatives frozen in the facility?

Not only does Omega Red have chances of future appearances in Black Widow and Falcon & The Winter Soldier, he's already been hinted at in Deadpool 2. It's just a question of how Deadpool's universe gets brought to the MCU.
