Oliver Queen's secret sister turned up in Season 7 intent on making her brother's life a living hell, but not before convincing everyone that she was to be trusted - taking on his mantle as the new Green Arrow while he was behind bars.
Emiko's biggest offence was that she was full of potential that was just never realised. As an ally she was intriguing, while as a villain, she was formidable. The problem is that we needed more time spent on developing her as a character (as opposed to developing the roles she had taken on). And although Sea Shimooka did a fantastic job of portraying her as a worthy threat to Oliver, the rushed season finale undercut all the hard work that she did.
