Gotham: Every Major Villain Ranked From Worst To Best

This list has been a long journey from Sal Maroni to here but finally, we rank Jerome Valeska as Gotham's best villain. This is actor, Cameron Monaghan's second appearance on this list as he also played Jeremiah Valeska who ranked in third place.

Jerome is often referred to as a prototype Joker. There's no need to restate how talented Cameron Monaghan is but we will anyway because he's THAT good. If you're a long-time fan of Gotham, you'll remember a stand-out scene from the Season One episode, 'The Blind Fortune Teller.'

It was the first time we started to get the idea that there was more to Jerome than meets the eye. Every actor brings something new to the iconic Joker laugh and Monaghan's is certainly memorable. His downturned chin and upturned eyes make for a sight that is difficult to forget for all the right reasons.

Jerome had some pretty iconic lines too. He tells his brother, "We could all go insane with just one bad day." This sums Gotham up and seems a fitting way to end this list.
