The Spooks and Whitechapel star certainly has the look and accent of the MI5 agent, and would be the second blonde Bond in a row. Apparently, Penry-Jones was considered around the time that Craig was cast, but his youth went against him; nearly ten years later, that's certainly not stopping him now, as he claimed it to be a dream role, that he'd "give a shot" when Daniel Craig left it. Penry-Jones would be a suave Bond; he'd probably be much more in line with the 007s of the past, but a perfect continuation from Craig's character. He's certainly not too big for the role, and it might end up being the role that propels him to Hollywood stardom.
