Some people are just born to play villains, as even when they're taking on the role of the hero, there's still something slightly unsettling about them. Javier Bardem, the decorated Oscar-winner, is undoubtedly one of those people. Some of his best roles have been on the evil side of the scale, so he'd certainly bring the right level of expertise to this part.
You can easily see in his roles from No Country for Old Men and Skyfall that Bardem is intimidating. His slow, well-paced dialogue combined with his wickedly deep voice makes him constantly seem in control, even when he's not. Seeing him head up Oscorp wouldn't feel out of place at all, as he'd be believable as a charming yet dangerous man who creates an empire.
Plus, he'd easily capture the terrifying Green Goblin part of the role as his performances have strayed into the manic at times. You can see in movies like Pirates of the Caribbean: Salazar's Revenge that he's perfectly at home in less natural roles, so his presence as the Green Goblin would be a sure-fire hit.
