The image that Marvel Comics has come to create of Norman Osborn is that he's a ruthless, ambitious and intimidating man. As a tyrannical figure, you'd typically expect someone strong and imposing to play him, but why not go in another direction?
Instead of making Osborn out to be a powerful and threatening man, Sony/Marvel could make him smart yet physically weak, meaning that his transformation into The Green Goblin is even more significant.
This villain would benefit from some key traits, such as being tricky, sneaky and untrustworthy. So, if you're looking for an actor to match those qualities, Michael Emerson is a solid choice. He's notable primarily from his roles as Ben Linus in Lost and Harold Finch in Person of Interest. Both of these skirt the line between threatening and pathetic well.
His weaker physical stance could make him a real wolf in sheep's clothing, as he's still creepy and unsettling, but in an entirely different way. He could lure the Friendly Neighbourhood Spider-Man into a false sense of security before striking out with his newfound powers.
