Let's move from one naturally creepy actor to another, in the form of Sean Harris.

While Glover has proven himself to be a somewhat scary man in his personal life and the movies he makes, Harris comes across far more like someone who can play creepy. He can completely immerse himself into his roles and always brings an unsettling vibe to them, which is why he'd tackle Norman Osborn with grace.

Harris has plenty of experience taking on leading antagonist roles in big movie projects, which is best seen in his recurring character Solomon Lane from the Mission: Impossible series. He plays a terrifying baddie as his erratic energy makes him seem entirely unpredictable.

Seeing him jump into the role of Norman Osborn would make a lot of sense, as he'd undoubtedly make the Green Goblin aspect of the role creepy, yet his decorum and high status would match up with the leader of Oscorp smoothly.
