Cillian Murphy's Scarecrow wasn't really the Scarecrow at all, but another example of shrewd Nolan deconstruction.
Batman Begins' Dr Jonathan Crane is a good example of how well the Dark Knight's rogues can be adapted in a gritty, grounded way that steers clear of cartoony parody.

Betfleck exists in a world far less nuanced than the Nolanverse, so there's room for some Elseworlds-esque bedlam to ensue.
Here's something DC's movie division needs to realise - they've already had the perfect actor in the role of Scarecrow in Jeffrey Combs, who voiced the villain in The New Batman Adventures and Justice League Unlimited.
He nailed Dr. Crane in those animations and, better yet, has tonnes of experience playing quintessential demented doctors in the Re-Animator series.
