She may not have superpowers (unless you count hiding extensive weaponry inside 1940s-style outfits a superpower) but Agent Peggy Carter is still one of the most impressive heroes in the MCU. She first appears, portrayed by the magnetic Hayley Atwell, in Captain America: The First Avenger. So her entry into the MCU was as a Nazi-fighting superhero-partner? Not bad. She follows it up with a heartbreaking cameo in The Winter Soldier. She then popped up in a flashback episode of Agents Of S.H.I.E.L.D, which served as a backdoor pilot for her own show, the brilliant Agent Carter. Not only does she continue to fight enemies despite being hindered by high heels, she also creates S.H.I.E.L.D while battling constant sexism from her colleagues. Peggy is truly the everywoman heroine that the Marvel universe needs.
