9. The Parka - Urban Legend
In Urban Legend, several people in a college wind up dead, convincing Natalie that a serial killer is in the area. Each murder stands out since the victims's deaths are inspired by an urban legend.
Instead of wearing scary mask, the villain wears a hooded parka. Although a coat may seem uncreative, it's perfectly logical since it conceals the person's face but doesn't stand out. Jason Voorhees' mask is iconic but doesn't make a great disguise. (If you're trying to kill people under the cover of darkness, a white mask is going to stick out.)
If you saw Leatherface in the dead of night, you'd suspect he's a crazed madman. But a person in a parka doesn't look suspicious, which causes victims to let their guard down. Since the anorak is so thick, it's also impossible to decipher the killer's physique or gender.
