A very different character this time, Charles Rayne, the 'world's most dangerous hijacker', comes from the 1990's tradition of action movie villain ham. He's cold, he's ruthless and in true Hollywood fashion, he's British. He kills passengers without question and has an army of secret terrorists around him; in the film's big twist, a number of flight intendants, including a young Liz Hurley, hijack the plane and free Rayne from his shackles, Bruce Payne's Rayne certainly give's Wesley Snipes' Cutter a run for his money. His acting might be wooden, but that's all part of the cold British charm. Every comment is calculated. Every action is debated. His random killing of people of the plane is so shockingly ruthless, you'd expect him to execute a child without a moment's thought. There might be bigger, bolder terrorists of this list, but Charles Rayne is certainly one of the most memorable and deserving of a place on it.
