1. Peggy Carter (Captain America)
In the first Captain America film, Peggy was his love interest with her own bona fides. She was a strong, capable soldier in her own right who never needed Cap to swing in and save her, she could do it her damn self.
As one of the few characters whose life we've seen play out in its entirety, Peggy holds a special place of resonance for the franchise. From making Cap promise to make a date with her as he was crashing the Hydra ship into the ice, to being comforted by an un-frozen Cap in her old age, to Cap quite literally bearing the weight of her coffin, Peggy and Cap's relationship is a tragic one. It pulls at the heartstrings so effectively, precisely because of how fleshed out her character was and how naturally believable their chemistry was in the first film.
We also got to see a fair bit of Peggy on her own in her television show, Agent Carter, which showed a special spotlight on what a bada** Peggy was and continued to be even after she had lost her love. She acted as one of the founding members of S.H.I.E.L.D. and never lost her heart or optimism. A resilient and incredible character to the bitter end, Peggy will always be very fondly remembered.
