There were a handful of villains sprinkled throughout Thor: Ragnarok. In the minor capacity, there was Skurge the Executioner, and the Grandmaster, but they offered Thor absolutely no problems compared to what Hela and Surtur both brought to the table.

It was Surtur that promised to bring about the titular end of Asgard by placing his crown in the Eternal Flame in Odin’s vault, while Hela’s powers grew to peak levels as she landed on her homeworld. She could have easily taken over the planet and the universe with her army of Berserkers.

It wasn’t the first choice, but it was eventually the last one. Loki placed Surtur’s crown in the Eternal Flame for him, bringing about Ragnarok and the prophesised end of Asgard. Since this was where Hela drew her strength, its destruction meant her defeat.

Thor knew that he was no match for his sister, so instead essentially aimed another bigger and stronger villain at her. The destruction killed both of them, and though it was a huge sacrifice, the people of Asgard were at least able to make a new civilisation on Earth.
