5. Stop Making Countries Submit A Single Film For Consideration
This rule in baffling and inexcusable. Of course, there’s only one category specifically for foreign language movies, but making countries limit their submissions to one film per country is extremely unproductive and counterintuitive. If the five best films from around the world all came from France, then nominate five French films.
Limiting to one submission per country means nominators are more likely to be influenced by public perception based on what has been submitted rather than what they have actually seen and enjoyed. Taking away this rule would ensure Academy members truly nominated the foreign films they think are worthy, whether more than one of them came from the same country or not.
