WandaVision kicked off life on Disney+ for the MCU, as well as Phase Four itself, with a bang, digging deeper into the lives and tragedies of Wanda Maximoff and Vision. As part of their story, their twin sons were introduced, the youngest of which was Billy Maximoff.

Arriving several minutes after his older brother, Billy inherited the magical powers of his mother, and though he didn't take on the 'Wiccan' moniker before the end of the series, this was a clear step towards the Young Avengers.

As Wiccan, Billy was a founding member of the team in the comics back in 2006, and could become a huge part of the MCU's iteration as well. Though he didn't get to flex his magical muscles too often in his franchise debut, he has the power and the history in the comics, including a romantic relationship with one of his teammates, to truly stand out in this team.

There is the small obstacle of the fact that he was arguably never actually real during WandaVision, having disintegrated when the Hex came down, but his mother is clearly going to use the Darkhold to try and bring him back in any way she can.
