Thaddeus Ross isn't the only character to have led the Thunderbolts in the comics, and while it would make a lot of sense for him to be involved in the MCU version's inception, he certainly isn't the only option.

After making his MCU debut back in Captain America: Civil War in 2016, Daniel Brühl's villainous Zemo will be making his long awaited return to the franchise as part of Falcon and the Winter Soldier, and the famous purple mask may not be the only thing he will be bringing from the comics.

Zemo has famously not only been a part of the Thunderbolts in the source material, but led an iteration of the team himself. After the deaths of the Avengers, X-Men, and Fantastic Four, Zemo saw an opportunity for his Masters of Evil. The villain rebranded his team as the Thunderbolts, and planned to infiltrate SHIELD posing as heroes, with the ultimate endgame of selling inside secrets to the criminals of the world.

With the MCU Avengers scattered, this would be the perfect time to take inspiration directly from this comic arc, bringing Zemo and his villainous heroes toe to toe with Sam and Bucky on Disney+.
