5. Maxwell Lord
A morally ambiguous, Donald Trump-like version of Nick Fury, Maxwell Lord has the potential to be the first great villain of the DCEU because he's not an outright villain. He could potentially become the most despicable yet grounded comic book movie villain we've ever seen- think Norman Osborn crossed with a slightly more sensible Lex Luthor crossed with Richard Branson.
Jesse Eisenberg's portrayal of a villain who has appeared too often was not received that well by critics of audiences. He was far from the shrewd, calculating mogul he should have been.
But how ironic would it be to have a villain like Maxwell Lord be the one to bring all the Justice League together and bankroll them alongside Bruce Wayne? It discredits fellow billionaire Bruce, and brings the whole idea of the Justice League into question. Maxwell Lord would be an ideal ally of Amanda Waller, who already has an uneasy relationship with Bruce.
Maxwell Lord represents relevancy to the state of politics and economics in the modern world- a film featuring him would allow for a similar sort of movie to Captain America: The Winter Soldier. But instead of our heroes fighting against a hidden evil, they indirectly embraced the kind of villainy Maxwell Lord represents.
Having an adversary like Lord who isn't an all-out villain would make a nice change to the likes of Doomsday and General Zod.
