In short, Marvel doesn't wish they'd introduced him differently, they just wish they'd introduced him at all.

The Black Sheep of the MCU, The Incredible Hulk movie was an MCU film before there was even really and MCU. Officially, it's the start point of the whole thing, but in spirit, it's always felt like it sits apart from all the others. It really shouldn't Marvel Studios made it, William Hurt's General Ross has reappeared in other movies and there's even a post-credits scene featuring Robert Downey's Jr's Tony Stark.

But the problem is, all of this came only a few years after 2003's Hulk, which led pretty much everyone (critics and fans alike) to question why this movie needed to be made in the first place. Not realising the grand overarching plan Marvel Studios had for the MCU, this seemed like a needless cash grab and, ironically, grossed the lowest of any film in the franchise.

Had Norton continued on as Bruce Banner, it might have made a lot more sense artistically, but Mark Ruffalo replacing him in the role means that this movie still sticks out like a sore thumb.
