2. The Leader

A very obvious inclusion in 2008's The Incredible Hulk - which is yet to be retouched upon in subsequent movies - was the visible mutation of Samuel Sterns' head when some of the Hulk's blood dripped into his open head wound. It was a clear indication that the character was on course to become the villain his namesake became in the comic books - the Leader - and many people expected him to reappear as the main villain in a Hulk sequel. However, he has yet to re-emerge in anything other than the tie-in comic books - where it was revealed that he was in S.H.I.E.L.D. custody. However, after the fall of S.H.I.E.L.D., he could be anywhere. As Captain America: Civil War could see all kinds of good and evil superhumans registering as such, this could be a great way to pay off this long gestating foreshadowing. Then again, and more likely, he could be utilised in a future Hulk movie, in one of the various Marvel television shows or as part of a potential future Masters of Evil team.
