2. Vandal Savage
Vandal Savage is a Cro-Magnon man who gained immortality and a vastly increased intellect through exposure to radiation from a meteorite. He has lived for thousands of years and ruled hundreds of civilisations under various names. He is said to have been the Pharaoh Khafre, Alexander the Great, Julius Caesar, Genghis Khan, Blackbeard, Vlad the Impaler (Dracula) and even Jack the Ripper among other aliases. Realising that his notoriety put him in a dangerous position, he decided to control history from behind the scenes, acting as advisor to leaders such as Napoleon and Hitler. Savage is an expert in warfare, strategy and subterfuge through years of research and practice. He has accumulated a vast amount of resources and influence over society, particularly in the villain community. He is invulnerable to age, disease and fatigue and can heal from virtually any injury. Savage has appeared in the Justice League animated series and as the main supervillain mastermind in the Young Justice animated series. He was also the main antagonist in the animated film version of the Justice League Tower of Babel story, Justice League: Doom. He even appeared in the Smallville TV series under the name Dr. Curtis Knox. Likelihood of appearing: Savage has appeared in all of the most recent incarnations of the Justice League. If a Justice League film universe is made, it is very likely that Savage will also appear. It is unlikely that Savage would be the main villain used to bring together the team in the first Justice League film, but he would be a great villain in a sequel. He could be used as a mastermind behind the formation of a supervillain team such as The Light in Young Justice and the Legion of Doom in Justice League: Doom.
