Padmé Amidala once famously said "So this is how liberty dies… with thunderous applause" in reference to the formation of the First Galactic Empire, so you know she wasn't best pleased with how things were going during Revenge of the Sith.

It turns out her suspicions had existed long before Palpatine's big speech, as the Queen-turned-Senator had been discussing the Republic's downfall for quite some time.

In one cut scene dubbed "A Stirring in the Senate", Padmé meets with a group of Senators including Bail Organa, who would eventually raise her daughter Leia, and a young Mon Mothma, future Rebellion leader and star of the Andor limited series.

The gang discuss their fears over the increasing power of the Chancellor and plot to do something about it, ending the scene by saying that no one can know about their plans, not even family.

This was supposed to be the start of an entire subplot for Padmé, but George Lucas decided it was more important to focus on Anakin's story instead, and cut it.

In doing so, he removed the early days of what would become the Rebel Alliance.
